This is how DP Ruto is misusing his powers & abusing his office by trying to influence the outcome of a tendering process.
Here DP Ruto in this letter has written to China Roads & Bridges Corperation Ltd (a Chinese company contracted to construct standard gauge railway line)to award a tender to Bayussuf & Sons Company Company.Rather than letting the due process of tendering to be followed Ruto here seems to be influencing the process.This is unfair for other companies who have applied for the same since their is no level playing field.This is impunity & corruption of the highest order.
